Jeffrey Marburg-Goodman

General Counsel


Jeffrey currently serves as General Counsel at Creative. He previously served as Special Counsel to the Administrator of USAID, a senior Obama Administration appointment, and, at an earlier time, as the USAID Chief Acquisitions & Assistance Counsel, a senior career position. He is an expert in commercial transactions and international procurement, and he consults and performs training in these areas.

At Creative, Jeffrey reports directly to the President & CEO and has overall legal responsibility for the organization’s contracts and grants, litigation, corporate compliance, oversight of branch office legal issues and local counsel in 40+ countries, labor issues and staff training.

Most recently, in his role as Special Counsel to the USAID Administrator, Jeffrey participated in the conception and implementation of the Agency’s USAID Forward reforms, creation of the U.S. Global Development Lab, and expansion of Human Rights in development, among other tasks.

During the 2008 Presidential campaign, he served on the Clinton experts’ advisory groups on Development and Public Diplomacy, and later on the Obama Foreign Policy Advisory Group; he contributed substantively to the Obama Transition on USAID operations and policy.

Jeffrey earned degrees from Amherst College and Harvard Law School, and is fluent in French.
