GETTING TO KNOW SHARON

Sharon Cooley is Senior Vice President of Business Development at Creative.

She oversees a division of 17 staff comprising a Proposal Development Department, a Win Strategy Development Unit and a New Clients Diversification team.

Under her guidance, the Business Development team has collaborated to generate new projects and grow the company’s portfolio during the past two years, including several IDIQs such as Youth Power and a major early grade reading and education access program in Northern Nigeria.

Cooley joined Creative in 2011 and earned successive promotions. Prior to Creative, Cooley spent more than seven years at the Urban Institute as a Senior Associate and more than three years with the City of Riverside, Calif.

Sharon managed an array of international development projects and business development efforts during her seven years at the Urban Institute’s Center on International Development and Governance. She advised national and local governments worldwide on performance-based budgeting, fiscal analysis, strategic and capital investment planning, intergovernmental relations, change management, and civic engagement strategies.
