GETTING TO KNOW JEFFREY
Jeffrey is Legal Advisor at Creative. He previously served as Creative’s General Counsel, providing legal support to the organization’s Washington D.C. headquarters and field offices in more than 40 countries. An expert in commercial transactions and international procurement, he consults and performs training in these areas.
Prior to joining Creative, Jeffrey was Special Counsel to the Administrator of USAID, a senior Obama Administration appointment. He also served as the USAID Chief Acquisitions & Assistance Counsel, a senior career position.
In his role as Special Counsel to the USAID Administrator, Jeffrey participated in the conception and implementation of the Agency’s USAID Forward reforms, creation of the U.S. Global Development Lab, and expansion of Human Rights in development, among other tasks.
During the 2008 Presidential campaign, he served on the Clinton experts’ advisory groups on Development and Public Diplomacy, and later on the Obama Foreign Policy Advisory Group; he contributed substantively to the Obama Transition on USAID operations and policy.
Jeffrey earned degrees from Amherst College and Harvard Law School, and is fluent in French.
