U.S. Encourages Parent and Community Participation in Chui Oblast School Budget Hearings and Decision Making

On April 6, 2011, the Ministry of Education and Science of the Kyrgyz Republic and the U.S. Government, through the USAID Quality Learning Project Sapattuu Bilim, will support a series of open school budget hearings that will be open to the public. These will be conducted at the Don-Aryk School and Onbirjylga School of Chui rayon in Chui Oblast.

The Don-Aryk School and Onbirjylga School of Chui rayon have invited parents and other community stakeholders to participate in the decision making process of their school budgets. The budget hearings will include analysis of school budget allocation in 2010 and 2011, as well as discussions on the 2012 draft budget. Budget transparency, budget performance and involving the local community in school management are the foundation of the school financing and management reform implemented by the Ministry of Education and Science of the Kyrgyz Republic with support from USAID’s Sapattuu Bilim.

The practice of open school budget hearings first started in Kyrgyzstan in 2010 by the advisory committees and administration of the Kara-Djigach School in Alamedin rayon and the Orlovka School ?2 in Kemin rayon. The budget hearings provide transparency into how local funds are spent on education, and allow all stakeholders to examine school expenditures and decide as a community how to best use school budgets to support the quality of education, teacher incentives, and effective school management.

In 2010, Sapattuu Bilim, with participation from school advisory committees, designed and implemented a series of training sessions on increasing finance transparency and effectiveness, community involvement in school management, fundraising, and school strategy development. This training was provided to school directors and advisory committee chairpersons in Chui Oblast.

Since 2008, the USAID project Sapattuu Bilim has been working closely with the Ministry of Education and Science of the Kyrgyz Republic, as well as the Ministry of Finance, to develop an array of materials that will help teachers, school administrators and education system officials improve the quality of education in Kyrgyzstan.
