Elizabeth Mazyck (Zyck) Baggett has more than 20 years of professional experience managing technical, administrative and financial aspects of international development projects.

She is experienced at building the capacity of government and civil society institutions, with a practiced knowledge of the technical dimensions of institution-building and interventions focused on decentralization and land governance.

Zyck served as technical specialist for USAID’s Liberia Land Management Activity supporting the implementation of the new statutory law governing customary land and its integration of traditional customs and practices. Previously, as DCOP for the Mali Sub National Governance Program, she led the project’s cross-cutting services of Communications, Monitoring and Evaluation, and Gender and was responsible for effective and logistical planning across components and coordination with local subcontractors.

Combined with her 11 years as a Project Manager with Tetra Tech, Zyck is practiced at managing USAID contracts, assuring systems and procedures for compliance, recruitment, budget management and grants and subcontracts.

Debra Wahlberg

Debra Wahlberg is a Senior Technical Advisor with the Economic Growth team and provides program design and technical implementation support across Creative’s technical divisions. Debra has more than 30 years of experience in complex program management and implementation, including in areas of post-conflict and major political transition.

Debra has served in the field as Chief of Party and in technical roles, managing large teams based in multi-country locations and implementing multi-component programs. Debra’s field experience includes East Africa, Central and Eastern Europe, the Balkans and the Caribbean, working in technical areas that include trade and investment, regional integration, small and medium enterprise development in multiple sectors, youth workforce development, improving the business enabling environment, public financial management and government accountability.

Debra authored the first Trade and Investment Guide for Kosovo and co-authored GEMINI Working Paper, No. 44: Small and Medium Enterprise Development: A National Assessment of the Agroindustry Sector of Poland. Debra holds a Master’s degree in Energy Management and Policy from the University of Pennsylvania.

Adam Bramm

Adam Bramm is an international development expert with 20 years of practical experience in designing, implementing and leading inclusive, sustainable, and market-driven international development programs.

He is a recognized thought leader in market systems development and resilience, private sector engagement, gender equality and social inclusion (GESI) and gender lens investing. His published work includes the 2019 book titled “Women’s Economic Empowerment: Transforming Systems Through Development Practice“.

His experience spans more than 20 countries across Africa, Asia, Latin America, and Europe and includes a diverse range of donors, including the U.S. State Department, USAID, USDA, Global Affairs Canada, Gates Foundation and the European Union. Adam was a Peace Corps volunteer in Bulgaria from 2003-2006.

Adam earned a Master’s degree in International Development from the University of Denver and a Bachelor of Arts in Anthropology/Government from Lawrence University in Wisconsin.

Jennifer Shin

Robert Jacobi

Robert Jacobi has been with Creative Associates for a little over seven years and is currently a Principal Technical Advisor for Creative’s Basic Education Activity in the West Bank and Gaza.

He began his journey as a development professional in the late 1990s as a U.S. Peace Corps volunteer in the Philippines and later as a Peace Corps technical trainer, campus recruiter, and Fulbright Scholar researching participatory community development strategies for Peace Corps volunteers. He has more than 30 years of experience in 32 countries assessing, designing, establishing, managing and directing various development assistance programs. He is experienced in leading rapid assessments and proposal development initiatives and establishing and directing program activities in complex settings.

He has a bachelor’s degree in agriculture from Oklahoma State University and a master’s degree in international development from Clark University. Robert successfully completed a six-month Senior Executive Leadership Program at Georgetown University in Washington, D.C.

Donna Kerner

Donna Kerner is a peacebuilding and conflict specialist with over 25 years of experience, including 16 years managing programs funded by USAID’s Office of Transition Initiatives programs, USAID’s Africa Bureau and USAID Democracy, Governance and Human Rights.

She has 10 years of field experience in political transition and conflict environments in Ukraine, Iraq, Afghanistan, South Sudan, Uganda, DRC, Liberia, Burundi, Kosovo, Macedonia and Croatia. Donna supports Creative’s Communities in Transitions Division as a technical subject matter expert on political transitions, peacebuilding and conflict issues. She is Creative’s Manager of the Programming for Prevention and Peacebuilding (P4P2) IQC, which is funded by USAID’s Bureau of Conflict Prevention and Stabilization.

Donna holds a Master’s degree in Anthropology from Florida International University, Miami and a Bachelor’s degree in Anthropology and Women’s Studies from the University of Massachusetts, Amherst. Donna has a Federal COR Level II certification. She is a native English speaker and has professional-level proficiency in Spanish.
