Creative enables rapid, flexible programming through robust project management, comprehensive logistics capabilities, and high-quality technical assistance across multiple sectors. Successful delivery of complex projects in sensitive and austere environments globally is further enabled by tested remote management, information assurance and cybersecurity, and third-party monitoring capabilities.

Creative provides strategic advisory services in diverse environments globally, including countries experiencing or recently emerging from active warfare and conflict. We are adept at building relationships with government, aplicación de la ley, and civil society to connect priorities between key stakeholders in fragmented societies.

Creative has successfully managed hundreds of contracts and grants for clients including the U.S. Gobierno, el banco mundial, UN agencies, and private sector partners. We implement complex projects ranging in size from $100k-$150M, with a particular specialization working in austere, no permisivo, and conflict- and crisis-affected countries. Our financial, calidad, obtención, and administrative systems are part of an established back office skilled in managing the full project lifecycle. Our robust project management capability delivers real-time financial tracking and comprehensive reporting, ensuring precise oversight of both technical and financial components, as well as quality and compliance in high-risk environments.

Creative trains and builds capacity at the individual, organización, and institutional (governmental) levels on a range of topics that span leadership, organizational effectiveness, early grade reading curriculum development, aplicación de la ley, and counterterrorism. Creative has experience building capacity for professional workforces including law enforcement, prosecutorial offices, education and workforce development ministries, national Electoral Management Bodies, and decentralized government in places like Syria, Honduras, Jordán, Nigeria, Somalia, and the West Bank. Related tools and resources include our in-house leadership curriculum and tested organizational development frameworks that we have adapted for various contexts around the world. Our MOU with the Kofi Annan International Training and Peacekeeping Center provides a strategic partnership that has allowed us to work closely on security, violent extremism and peacekeeping needs in West Africa.

Creative’s procurement team empowers staff and partners with training, sistemas, and back up support to process procurements. Our home office supports field-led procurement via review at key junctures to ensure quality control, prevent fraud, and fulfill requirements for regulatory licenses and controls, including BIS, OFAC, and ITAR.

We establish robust monitoring and surveillance systems and perform program evaluations for all of our programs. We also perform remote and third-party monitoring in fragile, conflict-affected and non-permissive environments. This includes gathering and triangulating information from on-the-ground research and sources to develop sentiment analysis through atmospherics reporting that validates impact and tests assumptions, leading to real-time analysis of trends and data-driven decision making.

Many of our programs involve large procurements: we conduct site monitoring and observations to ensure client funding has reached its intended targets. We conduct assessments on topics ranging from geological surveys to inform infrastructure projects, media assessments to ensure effective engagement of local communities, and law enforcement assessments to inform training and capacity building plans.
