Summary:
Under the supervision of the Program Lead, the Program Coordinator is responsible for the activity development, mise en œuvre, reporting and close out components of the FURAT III program. This role will be responsible for the timely development and technical implementation of all field activities with the main local partners and in accordance with project documents, an approved budget, and in conformity with Creative’s rules and procedures. The Program Coordinator will work in close collaboration with the team inside SYria and in Berlin to oversee designing, développement, implementing and closing out of project activities to further essential services in Syria.
The Program Coordinator will report to the Program Lead and work closely with the Berlin based Program Team and the Syria field team.
Principales responsabilités / Scope of Work
- In collaboration with project beneficiaries and program team, assist in the strategic design and development of project activities focusing on essential service provision in Syria, based on input and feedback from the client;
- Develop the activity approval forms, budgets, risk assessments, activity agreements, and negotiation memorandum for the Program Lead review including risk assessment and mitigation measures;
- Coordinate with procurement, finance, sécurité, opérations, and M&E teams, au besoin, to ensure effective design and development of activities;
- Coordinate the day-to-day implementation of assigned FURAT III activities, ensuring alignment with approved Activity Approval Forms (AAFs), workplans, and budgets;
- Serve as a primary point of contact for implementing partners and local counterparts on activity-level matters, including local councils, autorités locales, and NGOs;
- Assess and report on activity performance and implement improvements where necessary;
- Contribute to program documentation, including weekly and quarterly reporting, histoires de réussite, and donor-facing materials;
- Support the selected ToT trainers in developing and producing training strategy;
- Provide mentorship and support to the newly hired field team;
- Develop and maintain activity trackers, log sheets, and statistical tools, monitoring and reporting on project indicators and progress; et
- Other similar tasks to be mutually agreed between Creative and the Consultant.

Qualifications requises:
- University degree and at least 5 years of experience in program coordination, training curricula development, activity implementation, preferably in Syria or comparable contexts.
- An excellent command of written and spoken English (working language) and Arabic.
- Experience in coordinating and implementing activities across multiple sectors, such as governance, cohésion sociale, stabilisation, essential services, or capacity building.
- Excellent organizational skills and the ability to handle several requests in a proper, timely fashion.
- Prior USG project experience pertaining to stabilization, recovery, or governance programming is a plus; et
- Demonstrated leadership, versatility, et l'intégrité.
Work Assignment:
Consultants with the requisite qualifications will be given a work order with accompanying LCA which contains Creative’s general terms and conditions, and which establishes a consultant’s rate for a one-year period, after which rate increases may be negotiated when this agreement renews. Subsequent work orders may be issued under the LCA with consultants being required to compete against other similarly qualified consultants in order to receive additional work orders. One-off work orders constitute one-time assignments with a finite beginning and end. Ad hoc work orders constitute an arrangement in which work peut be on-going and authorized as needed by Creative.
