The Program Manager (PM) serves as the senior leader and principal integrator for a U.S. Department of State Bureau of Counterterrorism (Ct) program focused on disrupting Foreign Terrorist Organization (FTO) financing through illicit gold network disruption in the Western Hemisphere. The PM provides strategic direction, operational oversight, and partner engagement across all countries and lines of effort, ensuring that assessment findings are translated into actionable country intervention roadmaps and network disruption strategies.
The PM functions simultaneously as a strategic advisor, operational leader, and capability architect. Beyond overall program management responsibilities, the PM designs country-specific technical assistance packages, coordinates specialized interventions, and oversees the recruitment, deployment, and supervision of trainers, mentors, investigators, and subject matter experts required to execute approved activities.
Responsabilités principales
- Lead all aspects of program implementation, stratégie, and operational oversight.
- Direct the Assessment-to-Action process, ensuring assessments produce operationally relevant recommendations and intervention roadmaps.
- Coordinate with CT, Embassy teams, partner governments, FIUs, organismes chargés de l'application de la loi, procureurs, mining authorities, et d'autres parties prenantes.
- Design and oversee country-specific technical assistance and capacity-building activities.
- Recruter, deploy, and supervise specialized trainers, mentors, and technical advisors.

Required Qualifications
- Minimum 10 years of progressively responsible experience managing complex international security, lutte contre le terrorisme, or rule of law programs or field operations.
- Demonstrated experience leading multi-country programs in challenging operating environments.
- Significant experience working with U.S. Government agencies, Embassies, and partner nation institutions.
- Experience translating strategic analysis into operational interventions and partner nation action plans.
- Experience supervising multidisciplinary teams and surge technical experts.
- Strong understanding of transnational organized crime, financement du terrorisme, and network disruption strategies.
- Western Hemisphere experience strongly preferred.
- Spanish language proficiency desired but not required.
