Creative is soliciting offers for technical expertise in accordance with the Scope of Work below and Creative’s Renewable Consultant Ordering Agreement Terms and Conditions available ici. Creative intends to award one or more Work Orders with accompanying Renewable Consultant Ordering Agreement(s) (RCA(s) under which work may be negotiated and awarded as ad hoc level of effort (LOE) or one-time LOE or fixed-price performance-based activities. Creative reserves the right to make multiple awards or no award as a result of this solicitation.
Résumé:
The Activity Coordinator (AC) will support the design, coordination, mise en œuvre, and oversight of FURAT III activities across the program’s areas of operation in Syria, including governance, cohésion sociale, stabilisation, services essentiels, and capacity building interventions. The AC main objective is to ensure activities are implemented in line with program design, exigences des donateurs, and contextual realities.
Tasks May Include:
- Coordinate the planning, séquençage, and rollout of assigned FURAT III activities in close coordination with the program management unit and implementing partners.

- In collaboration with relevant teams, review and analyze activity-level data, including pre- and post-activity assessments, monitoring data, and partner reporting.

- Assessing the advantages and disadvantages of possible strategies; and provide recommendations for improvement and presenting findings to the Program management.
- Support partner engagement, including coordination with local councils, autorités locales, and NGO partners across program areas.

Responsabilités
Tasks To Be Performed:

- Support the program management unit in tracking activity progress, identifying delays or risks, and proposing mitigation measures.
- Support the program management unit to identify follow-on activities, areas of intervention, innovative approaches as well as flag risk factors.
- Évaluer et rendre compte de la performance des activités et mettre en œuvre des améliorations si nécessaire.
- Assessing the advantages and disadvantages of possible strategies; and provide recommendations for improvement and presenting findings to the Program management.

Results and/or Deliverables:
The consultant will lead and coordinate the implementation of assigned FURAT III activities, including collecting activity documentation, coordinating with partners and counterparts, monitoring progress against workplans, and producing activity reports. The consultant will also collect and analyze data and produce impact reports on the conducted trainings.

Qualifications
An overarching Renewable Consultant Agreement will be issued based on the capabilities and qualifications listed below as well as those listed in the individual’s submitted CV.
General Capabilities
The consultant will provide support to coordinate, mettre en œuvre, and oversee FURAT III activities across the program’s areas of operation in Syria.
Qualifications requises
- Diplôme universitaire et au moins 3 années d'expérience en coordination de programmes, développement de programmes de formation, mise en œuvre de l'activité, de préférence en Syrie ou dans des contextes comparables.
- Une excellente maîtrise de l'anglais écrit et parlé (langue de travail) et l'arabe.
- Expérience dans la coordination et la mise en œuvre d'activités dans plusieurs secteurs, comme la gouvernance, cohésion sociale, stabilisation, services essentiels, ou renforcement des capacités.
- Excellentes compétences organisationnelles et capacité à traiter plusieurs demandes de manière appropriée, mode opportune.
- Expérience antérieure dans un projet du gouvernement américain concernant la stabilisation, récupération, ou un programme de gouvernance est un plus; et
- Leadership démontré, versatilité, et l'intégrité.
Affectation de travail:
Consultants with the requisite qualifications will be given a work order with accompanying renewable consulting agreement (RCA) which contains Creative’s general terms and conditions, et qui fixe le tarif d’un consultant pour une durée d’un an, après quoi des augmentations de tarifs pourront être négociées lors du renouvellement de cet accord. Subsequent work orders may be issued under the RCA with consultants being required to compete against other similarly qualified consultants in order to receive additional work orders. Application Requirements:
Consultant should submit their daily rate and, a budget inclusive of estimated LOE and all required Other Direct Costs, such as travel, matériels, etc.. A budget template can be downloaded ici.
Consultants must also submit an up-to-date CV for all applications.
Selection will be made on the basis of technical capability and overall best value. Modifications to this solicitation, including closing date extensions, will be posted on the Creative website. Please check the website for updates. Please note that RCAs lock in a consultant’s rate for one full year and this rate may not be re-negotiated again until the point of renewal.
NOTE:
*LOE-based Work Orders utilize a ceiling price which may not be exceeded without negotiation.
*Fixed-price based Work Orders lock in a total price to be paid in portions upon completion of deliverables which may not be altered without negotiation.
