Creative is soliciting offers for technical expertise in accordance with the Scope of Work below and Creative’s Renewable Consultant Ordering Agreement Terms and Conditions available here. Creative intends to award one or more Work Orders with accompanying Renewable Consultant Ordering Agreement(s) (RCA(s) under which work may be negotiated and awarded as ad hoc level of effort (LOE) or one-time LOE or fixed-price performance-based activities. Creative reserves the right to make multiple awards or no award as a result of this solicitation.
Summary:
The Activity Coordinator (AC) will support the design, coordination, implementation, and oversight of FURAT III activities across the program’s areas of operation in Syria, including governance, social cohesion, stabilization, essential services, and capacity building interventions. The AC main objective is to ensure activities are implemented in line with program design, donor requirements, and contextual realities.
Tasks May Include:
- Coordinate the planning, sequencing, and rollout of assigned FURAT III activities in close coordination with the program management unit and implementing partners.
- Provide expert advice and guidance to development officers, implementing partners, and local counterparts on activity design, implementation, and adaptive management.
- In collaboration with relevant teams, review and analyze activity-level data, including pre- and post-activity assessments, monitoring data, and partner reporting.
- Support the program management unit to identify follow-on activities, areas of intervention, innovative approaches as well as flag risk factors.
- Assessing the advantages and disadvantages of possible strategies; and provide recommendations for improvement and presenting findings to the Program management.
- Support partner engagement, including coordination with local councils, local authorities, and NGO partners across program areas.
- Other similar tasks to be mutually agreed between Creative and the Consultant.

Responsibilities
Tasks To Be Performed:
- Coordinate the day-to-day implementation of assigned FURAT III activities, ensuring alignment with approved Activity Approval Forms (AAFs), workplans, and budgets.
- Serve as a primary point of contact for implementing partners and local counterparts on activity-level matters, including local councils, local authorities, and NGOs.
- Provide expert advice and guidance to development officers, partners, and counterparts on activity design, implementation, monitoring, and adaptive management.
- Support the program management unit in tracking activity progress, identifying delays or risks, and proposing mitigation measures.
- Support the program management unit to identify follow-on activities, areas of intervention, innovative approaches as well as flag risk factors.
- Assess and report on activity performance and implement improvements where necessary.
- Assessing the advantages and disadvantages of possible strategies; and provide recommendations for improvement and presenting findings to the Program management.
- Contribute to program documentation, including activity sheets, weekly and quarterly reporting, success stories, and donor-facing materials.
- Other similar tasks to be mutually agreed between Creative and the Consultant.
Results and/or Deliverables:
The consultant will lead and coordinate the implementation of assigned FURAT III activities, including collecting activity documentation, coordinating with partners and counterparts, monitoring progress against workplans, and producing activity reports. The consultant will also collect and analyze data and produce impact reports on the conducted trainings.

Qualifications
An overarching Renewable Consultant Agreement will be issued based on the capabilities and qualifications listed below as well as those listed in the individual’s submitted CV.
General Capabilities
The consultant will provide support to coordinate, implement, and oversee FURAT III activities across the program’s areas of operation in Syria.
Required Qualifications
- University degree and at least 3 years of experience in program coordination, training curricula development, activity implementation, preferably in Syria or comparable contexts.
- An excellent command of written and spoken English (working language) and Arabic.
- Experience in coordinating and implementing activities across multiple sectors, such as governance, social cohesion, stabilization, essential services, or capacity building.
- Excellent organizational skills and the ability to handle several requests in a proper, timely fashion.
- Prior USG project experience pertaining to stabilization, recovery, or governance programming is a plus; and
- Demonstrated leadership, versatility, and integrity.
Work Assignment:
Consultants with the requisite qualifications will be given a work order with accompanying renewable consulting agreement (RCA) which contains Creative’s general terms and conditions, and which establishes a consultant’s rate for a one-year period, after which rate increases may be negotiated when this agreement renews. Subsequent work orders may be issued under the RCA with consultants being required to compete against other similarly qualified consultants in order to receive additional work orders. One-off work orders constitute one-time assignments with a finite beginning and end. Ad hoc work orders constitute an arrangement in which work may be on-going and authorized as needed by Creative.

Application Requirements:
Consultant should submit their daily rate and, a budget inclusive of estimated LOE and all required Other Direct Costs, such as travel, materials, etc. A budget template can be downloaded here.

Selection will be made on the basis of technical capability and overall best value. Modifications to this solicitation, including closing date extensions, will be posted on the Creative website. Please check the website for updates. Please note that RCAs lock in a consultant’s rate for one full year and this rate may not be re-negotiated again until the point of renewal.
