Position Summary 

The Senior Mentor – Investigations & Financial Intelligence serves as the program’s lead advisor on investigations, financial intelligence, anti-money laundering, and counter terrorist financing. The Senior Mentor provides strategic guidance and operational mentorship to partner nation FIUs, investigators, prosecutors, customs authorities, and specialized law enforcement units responsible for identifying, investigating, and disrupting illicit financial networks associated with illicit gold mining and terrorist financing. 

The Senior Mentor operates as both a technical expert and capability architect. Responsibilities include designing technical assistance packages, developing curricula and training materials, mentoring partner institutions, and recruiting and supervising specialized trainers, investigators, and advisors deployed in support of country interventions.  

Primary Responsibilities 

• Advise partner nation institutions on financial investigations, AML/CFT, and counter terrorist financing. 

• Support FIU development, financial intelligence workflows, suspicious transaction analysis, and investigative methodologies. 

• Design and deliver training curricula, workshops, and case-based mentoring. 

• Develop operational pathways linking investigative leads to prosecutions and broader network disruption. 

• Recruit and supervise specialized trainers and technical advisors. 

• Support cross-border cooperation and information sharing related to illicit financial flows. 

• Advise on sanctions evasion, trade-based money laundering, and emerging financial threats. 

Required Qualifications 

• Minimum 15 years of experience in financial crimes investigations, AML/CFT, or counter threat finance. 

• Experience working with FIUs, prosecutors, customs authorities, financial investigators 

• Demonstrated expertise in complex criminal investigations and financial intelligence. 

• Experience with trade-based money laundering, sanctions, and cryptocurrency investigations preferred. 

• Experience designing and delivering technical assistance or institutional capacity-building programs. 

• Demonstrated ability to translate strategic analysis into operational interventions and partner nation action plans. 

• Prior service with federal law enforcement, Treasury, financial intelligence, or prosecutorial organizations strongly preferred. 

• Spanish language proficiency desired but not required.

The Senior Mentor – Illicit Gold Networks & Supply Chain Disruption serves as the program’s principal advisor on illicit gold economies, mine-to-market supply chains, and network disruption strategies. The Senior Mentor leads analytical and operational efforts to identify vulnerabilities across extraction, transportation, trade, export, finance, and revenue generation systems exploited by Foreign Terrorist Organizations (FTOs), transnational criminal organizations, and other hostile actors. 

This position is designed for an individual capable of operating simultaneously as a strategic advisor, technical expert, and capability architect. The Senior Mentor designs and oversees technical assistance focused on supply-chain vulnerabilities, chokepoint analysis, trade transparency, mine-to-market assessments, and disruption strategies targeting the financial and logistical mechanisms sustaining illicit gold networks.  

Primary Responsibilities 

• Lead mine-to-market network mapping and chokepoint analysis activities. 

• Identify vulnerabilities across extraction, transportation, trade, export, and financial systems. 

• Design technical assistance packages focused on illicit gold network disruption and supply-chain transparency. 

• Develop curricula, workshops, and analytical frameworks supporting partner nation investigations and trade oversight. 

• Advise partner governments on strategies to disrupt illicit gold networks while protecting lawful economic activity. 

• Recruit and supervise specialized trainers, analysts, and technical advisors. 

• Support cross-border cooperation and regional network disruption initiatives. 

• Provide strategic advice on illicit commodities, trade systems, and counter threat finance approaches. 

Required Qualifications 

• Minimum 15 years of experience addressing illicit commodities, transnational organized crime, trade systems, or illicit financial networks. 

• Demonstrated expertise in supply chains, trade analysis, export systems, or network disruption strategies. 

• Experience analyzing or disrupting illicit commodity markets, including precious metals, mining economies, or other high-value commodities preferred. 

• Experience designing and implementing technical assistance programs in international environments. 

• Strong understanding of FTOs, TCOs, counter threat finance, and mine-to-market supply chains. 

• Demonstrated ability to translate strategic analysis into operational interventions and partner nation action plans. 

• Western Hemisphere experience strongly preferred. 

• Spanish language proficiency desired but not required. 

Position Summary 

The Program Manager (PM) serves as the senior leader and principal integrator for a U.S. Department of State Bureau of Counterterrorism (CT) program focused on disrupting Foreign Terrorist Organization (FTO) financing through illicit gold network disruption in the Western Hemisphere. The PM provides strategic direction, operational oversight, and partner engagement across all countries and lines of effort, ensuring that assessment findings are translated into actionable country intervention roadmaps and network disruption strategies. 

The PM functions simultaneously as a strategic advisor, operational leader, and capability architect. Beyond overall program management responsibilities, the PM designs country-specific technical assistance packages, coordinates specialized interventions, and oversees the recruitment, deployment, and supervision of trainers, mentors, investigators, and subject matter experts required to execute approved activities.  

Primary Responsibilities 

• Lead all aspects of program implementation, strategy, and operational oversight. 

• Direct the Assessment-to-Action process, ensuring assessments produce operationally relevant recommendations and intervention roadmaps. 

• Coordinate with CT, Embassy teams, partner governments, FIUs, law enforcement agencies, prosecutors, mining authorities, and other stakeholders. 

• Design and oversee country-specific technical assistance and capacity-building activities. 

• Recruit, deploy, and supervise specialized trainers, mentors, and technical advisors. 

• Oversee work planning, reporting, quality assurance, and adaptive program management. 

• Ensure all interventions support U.S. counterterrorism, counter threat finance, and regional security objectives. 

Required Qualifications 

• Minimum 10 years of progressively responsible experience managing complex international security, counterterrorism, or rule of law programs or field operations. 

• Demonstrated experience leading multi-country programs in challenging operating environments. 

• Significant experience working with U.S. Government agencies, Embassies, and partner nation institutions. 

• Experience translating strategic analysis into operational interventions and partner nation action plans. 

• Experience supervising multidisciplinary teams and surge technical experts. 

• Strong understanding of transnational organized crime, terrorist financing, and network disruption strategies. 

• Western Hemisphere experience strongly preferred. 

• Spanish language proficiency desired but not required.
