Senior Vice President & Senior Director, Communities in Transition



Tom Wheelock has more than 35 years of general management experience in international stabilization and development programs, particularly in conflict settings.

He manages a business unit generating $140 million in revenues covering 20 programs and over 700 employees. Tom joined Creative in 2009 as its Vice President of Program Management. In 2011, he was named Vice President & Senior Director of the Communities in Transition Division. He was later promoted to Senior Vice President and Senior Director.

Tom joined Creative after working from 2004 to 2009 as Vice President of Stabilization & Reconstruction at International Resources Group. There he managed infrastructure programs in Aceh, Indonesia, Mali and Liberia.

As Chief of Party for International Resources Group’s Iraq program 2003 to 2004, he was responsible for the overall direction of the team and for providing program and project management support to the USAID Mission in Baghdad. Concurrently as Director of the USAID Iraq Infrastructure Reconstruction Program, he managed the agency’s $2.8 billion reconstruction program for the rehabilitation of the country’s power, water, sanitation, and transportation systems. From 1996 to 2001 he was General Manager of Trakya Elektrik, A.S., an American-British-Turkish joint venture that financed, built and operated a $600 million natural gas power plant near Istanbul.
