Strengthening Education Systems for Improved Learning

Uganda faces many challenges as a rapidly growing population puts stress on the country’s already fragile education system. Schools lack adequate learning and teaching resources and have a limited number of qualified teachers and administrators.

The Strengthening Education Systems for Improved Learning program is a four and a half year program aimed at improving the equity and quality of measurable learning outcomes for girls and boys in Uganda at the lower primary school level.

The program is funded by the U.K. Department for International Development and implemented by the Cambridge Education, with Creative Associates International and two local partners STIR Education and TWAWESA

The Strengthening Education Systems for Improved Learning program adopts a systems approach in order to contribute to creating a better motivated and skilled teaching workforce, better leadership and management at the district and school levels, improved accountability and support for schools and improved planning and policy implementation informed by data and evidence.

Within this broader systems approach the program is supporting the Ministry of Education and Sports to establish a Ministerial Delivery Unit, and providing advice and support to this Unit to address program priorities.

The Strengthening Education Systems for Improved Learning program is split into two phases: 1) the Inception phase, which is 6 months, and 2) the Implementation phase, which is 4 years. Based on evidence gathered, needs will be identified and priorities set by the Ugandan government to improve teacher performance through a sustainable approach.
