Electoral Security Planning and Implementation

Governance and security have largely broken down in Libya in the wake of Muammar Qaddafi’s fall in 2011. But several electoral events, including a constitutional referendum and general and local elections, are expected to take place in late 2018 through 2019, giving Libya an opportunity to promote stabilization and peace.

The Libya Electoral Security Planning and Implementation (LESPI) program aims to address threats to the electoral security environment at the national and local levels to help support peaceful, transparent, inclusive and legitimate elections that can lay the foundation for improved citizen security and governance.

To do so, the program will provide skills building, mentoring and public outreach to strengthen security actors’ ability to effectively prevent, mitigate, or de-escalate signs of electoral violence.

With program support, existing and newly established electoral security bodies at the national and local levels will improve coordination and develop and carry out strategies to promote peaceful elections.

These security actors will also receive assistance in creating a strategic communications plan to detect, monitor, respond to and prevent electoral threats.

The 18-month program is funded by the U.S. Department of State’s Office of Assistance Coordination in the Bureau of Near Eastern Affairs and implemented by Creative Associates International’s Electoral Education and Integrity Practice Area.

It will focus on electoral security leading up to the election, on election day and during the post-electoral period.

Creative has been continuously supporting Libya’s transition since 2011.
