Every child deserves a quality education and the opportunity to reach their potential. At Creative, we provide support to strengthen systems, educators, and caregivers to ensure all children have access to quality learning.
Founded in 1977, Creative’s earliest work began with developing Head Start curricula and strengthening early childhood programs across the United States. Since then, Creative has grown into a global firm partnering with federal, state, and district education agencies to expand access to quality education for all learners, particularly children with disabilities, English language learners, and those furthest from opportunity.
Our approach is rooted in a whole-child model, ensuring that the academic, social, and emotional needs of every learner are supported. We focus on strengthening the capacity of the systems that shape a child’s educational experience, partnering with system and school leaders, educators, and families to provide technical assistance and advisory services that drive lasting improvements in educational quality.
Creative continues to be a trusted partner to school systems and providers seeking to elevate the quality of special education and early childhood education. We help agencies improve service delivery, refine curriculum and instructional materials, and design and implement teacher training and professional development programs. Across all of our work, we empower education systems to deliver inclusive, evidence-based, and sustainable solutions that help every child learn and thrive.
Creative partners with state and district education agencies to strengthen both classroom-level practices and the systemwide structures that enable high-quality special education. We support administrators and system leaders with strategic planning, policy alignment, and service delivery improvements, while also helping teachers integrate effective special education practices in the classroom. Our activities include training and coaching for special education teachers, professional development for general education teachers on inclusive and differentiated instruction, and outreach to families to ensure students are supported at home and at school.
Creative works with education departments, early childhood education programs, and Head Start providers to promote play-based, developmentally appropriate learning experiences for young children that help build the skills they need to succeed in their future academic and personal lives. In addition to introducing emergent literacy and numeracy skills through play, we help these programs engage children in critical thinking and problem-solving, foster imagination and creativity, and build essential social-emotional skills.
Creative helps leaders navigate change and strengthen systems for long-term improvement. We provide technical assistance in planning, operations, fiscal analysis and budgeting, HR, and cross-departmental collaboration. This includes support on using data to guide decisions, monitor progress, and engage families and communities. By building capacity and providing practical tools, Creative helps education systems prepare for the long-term, achieving meaningful, lasting outcomes for all learners.
Creative partners with education agencies and providers to strengthen service delivery for multilingual and multicultural learners and their families. We provide technical assistance and guidance to develop and adapt curriculum, teaching and learning materials, and instructional approaches that are culturally responsive and language inclusive. Through professional development and coaching, we help educators implement effective strategies that integrate language development with academic content.
Creative works with schools and systems to create environments where students and educators can thrive by embedding social and emotional learning, mental health supports, and whole-child practices into programming. Through curriculum, materials, and training, our approach equips learners with the skills to manage emotions, build healthy relationships, and resolve conflicts non-violently. We also strengthen educators’ capacity to identify and support students’ social and emotional needs, ensuring that each child is connected to caring adults, supportive services, and a positive school climate.
Creative supports robust hybrid teacher training and professional development systems that build teacher capacity to apply inclusive best practices in subject matter instruction and evidence-based pedagogy. Creative promotes effective oversight, quality assurance systems, and sustainable support for teachers through pedagogical and instructional leadership support, particularly in teacher supervision, coaching, and mentoring.
Creative partners with educators to conduct mapping and gap analyses that strengthen curriculum, standards, and benchmarks. We work collaboratively to revise, update, or develop curriculum frameworks, scope and sequences, and aligned teaching and learning materials. We also support school systems in aligning materials with instructional goals, integrating evidence-based practices, and ensuring accessibility for diverse learners. Our approach equips educators with clear, coherent tools that support high-quality instruction across classrooms and grade levels.
