Citizen Security Expert Joins Creative Associates International

An expert in providing solutions to communities consumed by violence, extremism and transnational crime will lead Creative Associates International’s efforts to respond and reduce these growing threats. (CreativeAssociatesInternational.com)

Enrique Roig will guide Creative’s work developing and implementing what are known as “citizen security” programs around the world.

Creative’s comprehensive approach to citizen security recognizes that prevention, intervention and re-entry programs combined with law enforcement efforts will stem these growing threats and create stable environments. Creative matches appropriate programs to the specific levels of risk faced by different populations.

“Real and lasting improvements to citizen security can only be achieved through a balanced approach that empowers communities and governments to create safer neighborhoods and more secure states,” says Roig, who will be based in Creative’s Washington, D.C., headquarters. “Creative is a leader in citizen security programs worldwide and I am proud to join its staff.”

Roig and his team—which includes violence prevention and intervention specialists Guillermo Cespedes, Harold Sibaja and Salvador Stadthagen—will work closely with governments, communities, the private sector and others to develop effective and sustainable strategies that improve security, protect citizens’ rights and restore rule of law.

“Enrique’s expertise in citizen security will be an asset to Creative’s work in this critical arena,” says Tom Wheelock, Creative’s Senior Vice President and Senior Director. “With his depth of experience, Enrique knows first-hand the complexities and realities of implementing effective citizen security programs.”

In particular, Wheelock says, “Enrique will be looking at how best practices employed in programs that reduce violence associated with gangs can be applied to the preventative and intervention phases of countering violent extremism programming.”

Previously, Roig was the Coordinator for the Central American Regional Security Initiative and a Citizen Security Specialist at the U.S. Agency for International Development, and has 17 years of experience in democratization and governance, conflict prevention and resolution, and humanitarian assistance. He has led international development and citizen security initiatives in Colombia, Panama and Serbia.

Roig holds a M.A. in International Relations from American University in Washington, D.C., and a B.A. in Political Science from Westmont College in Santa Barbara, Calif.
