Alycia Ebbinghaus-Owens 

Senior Technical Advisor 

aeo-headshot-150x150 Alycia Ebbinghaus-Owens is a senior project manager and conflict specialist with more than 15 years of experience managing USAID Office of Transition Initiatives and USAID Rule of Law projects, including four years of field-based experience in fragile, transitioning and politically volatile environments.  

Alycia supports the Communities in Transitions Division across its OTI portfolio, citizen security, people-centered justice and staff technical development initiatives. 

She leads new business development and technical design efforts for conflict, transition, civil society strengthening, stabilization, and violence prevention opportunities. She also serves as a technical subject matter expert on conflict issues, grants-under-contract, non-permissive environments, and civil society engagement.  

Alycia’s long-term roles have included field-based management in Peru, Myanmar and Honduras, as well as remote activity management and compliance oversight for Cuba.  

Alycia holds a master’s degree in International Peace and Conflict Resolution and a bachelor’s degree in International Studies, both from American University. She is a native English speaker, has professional level proficiency in Spanish and is knowledgeable of Burmese.
