Velora Loughmiller is a business development professional with over 17 years of experience in business development, program management, and strategic planning and implementation.

Velora was promoted to Vice President, Business Development Operations in October 2023 where she guides corporate BD strategy and oversees Creative’s robust global pipeline. She joined Creative’s BD Department in January 2021 as Director of the Africa and MENA portfolios.

Prior to Creative, Velora was Senior Director for Business Development (Global) at ACDI/VOCA where she managed the BD pipeline across all programming areas including resilience and inclusive market systems. As Senior Associate at Booz Allen Hamilton, she managed the U.S. Air Force Language, Regional Expertise and Culture (LREC) programs and business development portfolio.

She holds an M.S. in European Studies and B.S. in Geography (Geopolitics) and is certified as a Project Management Professional (PMP).
