Active Citizenry-Effective States (ACES)  

ACES is a five-year IDIQ contract is designed to support the U.S. government’s efforts to strengthen good governance, transparency and accountability around the world. Creative’s “shared-responsibility-shared-success” approach to building democratically governed states focuses on changing the roles and responsibilities in the governing system. This approach to democracy and governance work reflects a shift from the supply-and-demand paradigm to one of shared responsibility and shared success among all stakeholders. 

Creative leads a team of 14 partners, which include: Deloitte Consulting LLC; Westminster Foundation for Democracy; VNG International; National Center for State Courts. Within geographic regions, the anchors are: ACORD; Corpovisionarios; Centro de Estudios de Justicia de las Américas; Middle East Development Network; and The Asia Foundation. Specialized members are: DevSeed; Social Impact; Arizona State University; and International Center for Journalists (ICFJ). The small business sub is OSC. The five-year IDIQ has a ceiling of $225 million and an ordering period through Jan. 31, 2027. 

 

Building Resilient and Inclusive Communities in Conflict (BRICC)  

Under BRIC’s Resilience Objective, Creative is fostering resilience and stability in conflict-affected communities across Syria to prevent the re-emergence of extremist groups, such as Islamic State in Iraq and Syria (ISIS), counter the influence of malign actors such as Iran; empower communities to negotiate a peaceful resolution to the conflict; and pave the way for safe, dignified, and voluntary return of internally displaced persons and refugees. BRIC’s ordering period through Dec. 16, 2024.  

 

Conflict, Stability and Security Fund (CSSF) Framework  

Through the United Kingdom’s Foreign and Commonwealth Office, specific and separate tasks will be awarded to the most suitable supplier based on VFM and meeting the criteria for each piece of work, with labor category ceiling. Organizations must have relevant functional and thematic capabilities in at least one of the following regions: Africa; Europe and Central Asia; Middle East and North Africa; South America; South Asia; South East Asia; and British Overseas Territories. CSSF has an ordering period through Dec. 31, 2022. 

 

General Services Administration Multiple Award Schedule (GSA MAS)  

GSA issues long-term government-wide contracts that provide federal, state and local government buyers access to commercial products, services and solutions at pre negotiated pricing.   

Creative’s category is “professional services,” and its subcategory is “business administrative services.” Activities may include: strategic and organizational planning, business process improvement, acquisition and grants management support, facilitation, surveys, assessment and improvement of financial management systems, special cost studies, economic and regulatory analysis, benchmarking and program metrics and business program and project management, among other services. Ordering period through Dec. 3, 2026. 

 

MCC Gender & Social Inclusion BPA 

Creative is a subcontractor to the Kaizen Company, which has a blanket purchase agreement with the Millennium Challenge Corp., to implement the MCC Due Diligence on Gender and Social Inclusion. Creative and Kaizen will work together on task orders related to the following sectors: Education; environmental and social performance; social inclusion; trafficking in persons; and women’s economic empowerment. Ordering period is through Nov. 10, 2025. 

 

One Acquisition Solution for Integrated Services (OASIS 2)  

OASIS (unrestricted contract for Pool 2) provides government agencies with integrated solutions for a multitude of professional service-based requirements on a global basis. The scope of OASIS spans many areas of expertise and includes components required to formulate a total solution to a professional services-based requirement.   

Additionally, OASIS is designed to support any and all mission spaces of the U.S. government.  Professional services may be defined as those categories of services provided under one or more of the following core disciplines: Program management services; management consulting services; logistics Services; and financial management services, among others. Ordering period is through Sept. 2, 2024. 

 

Support Which Implements Fast Transition (SWIFT) 5  

Through USAID’s Office of Transition Initiatives, the IDIQ allows for rapid and strategic programming to bolster stability, improve citizen-government relations and engage marginalized groups in critical political transitions. Programs issued under SWIFT 5 aim to lay the groundwork for lasting democracy, peace and stability by working with local organizations in fragile and conflict-affected contexts. Ordering period is through Sept. 5, 2024. 

 

USAID EVAL M&E II IDIQ  

As a subcontractor to Khulisa Management Services, Inc., Creative is available to conduct studies, including performance evaluations, impact evaluations, evaluation case studies, meta-evaluations, cross-sector and multi-country evaluations and other evaluative studies.  

In general, these evaluations identify lessons learned about which development interventions work, which do not, for whom, under what circumstances and why. These services may be commissioned by bilateral and regional USAID missions, country offices, PPL/LER and other USAID offices. Ordering period is through Sept. 20, 2025.
