ABEL II IQC – ABEL II/EGYPT: U.S.-EGYPTIAN PARTNERSHIP FOR ECONOMIC GROWTH AND DEVELOPMENT

The U.S.-Egyptian Partnership was a cooperative effort to establish a high-level economic dialogue on policies promoting stronger ties between the two countries' private sectors and strategies for solving the challenges Egypt faced in preparing its work force for a free-market economy. In order to facilitate policy discussions on educational improvement through private and public sector linkages, Creative assembled a consortium to address four areas: education practices in a changing economy; education practices and new technology; gender and equity; and community and family partnerships for child development. ABEL II IQC – ABEL II/EGYPT: GIRLS` RIGHTS TO EDUCATIONAL ACHIEVEMENT & TRAINING (GREAT)

Creative conducted a literature review and interviews with education stakeholders to assist the USAID Egypt Mission refine its objectives for girls' and young women's education programs. The original strategic objectives were determined by USAID/Egypt in conjunction with potential customers, including students, Ministry of Education officials, the international donor community, the U.S. and indigenous non-governmental organizations. ABEL I IQC – ABEL I/UGANDA: ECONOMIC ANALYSIS OF PRIMARY EDUCATION PROGRAM

Prior to the implementation of the Primary Education Program, Creative conducted an analysis of Uganda’s primary education system to assess USAID’s best economic and financial options for increasing access, improving quality and reducing dropout and repetition rates. A follow-up report proposed policy and national level interventions, with attention given to structural adjustment efforts and viable delivery systems....
 

ABEL I IQC – ABEL I/SOUTH AFRICA: PRIMARY EDUCATION SECTOR ASSESSMENT

Under the USAID-funded Advancing Basic Education & Literacy (ABEL I) project, Creative assessed South Africa’s post-apartheid primary education sector, developing strategies that USAID could employ to help achieve the goal of a non-racial, unitary, compulsory primary education system. Creative designed and administered training programs for educational non-government organizations on program evaluation and advised on implementation problems associated with Education Policy Options activities....
 

ABEL I IQC – ABEL I/SOUTH AFRICA: LONG-TERM TECHNICAL ASSISTANCE PROGRAM

Non-governmental organizations working to transform South Africa’s educational system post-apartheid received training and technical assistance, including the facilitation of networking among educational NGOs, seminars, and workshops; direct assistance to individual grantees; and assistance with travel to and training in the United States, third countries and South Africa. Working in collaboration with local partners, Creative achieved the objectives through the following activities: the efficient delivery of educational services, the aggregation and focusing of appropriate NGO demands on the South Africa government for increased authority and negotiations with the government over control of or input into education issues. ...
 

ABEL I IQC – ABEL I/SOUTH AFRICA: FEDERATED UNION OF BLACK ARTS (FUBA) ACADEMY ASSESSMENT

The status, progress and prospects for the Federated Union of Black Arts (FUBA) Academy were evaluated against the backdrop of South Africa’s changing political environment. Creative, working under the USAID-funded Advancing Basic Education and Literacy (ABEL I) project, evaluated the capacities and activities of FUBA in the areas of management, finance, curriculum, examinations, publicity and student/faculty recruitment.
