Creative assessed the reasons for girls' low participation in the formal school system to determine how best to integrate gender awareness into USAID's Basic Education Expansion Project (BEEP). Creative proposed a range of activities, including teacher training and curriculum revisions, to assist the different components of BEEP take gender into consideration. Instruction in the national languages is considered important in increasing educational equity for girls and poor children. Creative conducted a qualitative and quantitative evaluation of Mali's experimentation in using national languages in primary education, using tests and questionnaires targeted to measure what children have learned in two different types of schools. Creative worked with the Institute of Education's Gender Unit to design and implement a work plan incorporating gender-related issues and considerations into the primary school curriculum as part of the USAID-funded Girls' Attainment in Basic Literacy (GABLE) program. In addition to identifying constraints at the national and local levels to female participation and persistence in primary school, Creative assessed staffing needs and operating requirements, conducted training in attitude formation and gender awareness in the classroom and researched girls' performance on primary learning certificate examinations. ...
 

ABEL I IQC – ABEL I/MALAWI: GUIDELINES FOR GIRLS` ATTAINMENT IN BASIC EDUCATION & LITERACY PROJECT

Creative collaborated with the USAID Mission and the Ministry of Education and Culture to develop the principal guiding document for USAID's Girls' Attainment in Basic Education and Literacy (GABLE) project. GABLE's objective was to increase girls' access, persistence, and completion of primary school. Creative's team reviewed the capacity to implement GABLE activities; assessed GABLE's budget in relation to donor demands, government budgetary policy, and data required for cost-benefit analysis; designed a social mobilization campaign to increase girls' attendance in primary school by targeting parents who were not sending their daughters to school; and prepared a social feasibility analysis to determine constraints to carrying out the GABLE project and strategies for project success and evaluation....
