40+ years of promoting positive change

Creative has implemented hundreds of projects around the globe since it was founded in 1977. From education and elections to governance and economic growth, Creative’s efforts have made a difference. For example, since the year 2000, Creative has trained more than 389,000 teachers in 21 countries—providing them with new skills and techniques that ultimately benefit their students.

BEPS/ MACEDONIA: EVALUATING A DEMOCRACY-BUILDING INITIATIVE

Date: April - July 2000

The transition from communism to capitalism brought political instability and disorganization, affecting social structures and leaving a fragile state of peace. At the request of the USAID's Office of Transition Initiatives, Creative conducted an evaluation of the Confidence Building Initiative, a program designed to build public confidence and mitigate ethnic and political tensions. The evaluation offered several recommendations, including strategies for a continued emphasis on women’s participation, transparency, responsiveness, and accountability in local government....

 

 

BEPS/ MACEDONIA: RECOMMENDING POLICIES TO PROMOTE EQUAL ACCESS TO HIGHER EDUCATION

Date: April - May 2000

Macedonia gained independence from Yugoslavia in 1991. Although Macedonia did not undergo the violence and conflict that touched other parts of the former Yugoslavia, underlying tensions along the lines of ethnicity, language, and religion remained and affected equitable access to higher education. Creative developed a policy options paper for the USAID/Macedonia program on technical assistance for higher education, with attention paid to integrating ethic minorities into the nation’s economy....

 

 

BEPS/ MOROCCO: NATIONAL EDUCATION ACCOUNTS (NEA)

Date: October 2005 - August 2006

The National Education Accounts (NEA) is a tool for providing analytical information about a country’s available educational resources, particularly those used to meet policy objectives. Developed by Creative, NEA was first tested in Morocco. It proved useful for planning and evaluating education reforms and provided the government with a clear and exhaustive vision of the flow of education funds that previously did not exist. Capacity building assistance led to NEA’s inclusion as part of the Ministry of Education’s ongoing work....

 

 

BEPS/ NEPAL: USING EDUCATION TO PREVENT ABUSIVE CHILD LABOR, TRAFFICKING AND UNSAFE MIGRATION OF CHILDREN AFFECTED BY CONFLICT

Date: October 2003 - June 2004

Children living in conflict zones are highly susceptible to human trafficking and forced child labor. The USAID-funded Basic Education Policy Support (BEPS) Activity's child labor team assessed practices and developed educational and outreach programs on child labor, trafficking and safe migration. Through local partners, it also designed a preventative project for children internally displaced or out of school due to conflict. BEPS/ PERU: DECENTRALIZATION OF EDUCATION

Date: November 2002

In 2002, Peru’s democratically elected government began the transfer of decision-making authority to the regional and local levels. As the country decentralized, the education sector also faced structural changes. Creative reviewed pending education decentralization legislation and assessed current education policy and managerial capacity. The final report contained recommendations for Peru's government and external donors on how to best facilitate the appropriate design and implementation of education decentralization and the delivery of high quality education....

 

 

BEPS/ PHILIPPINES: EDUCATION QUALITY AND ACCESS FOR LEARNING AND LIVELIHOOD SKILLS

Date: September 2004 - April 2006

Though rich in natural resources, Mindanao historically has been socioeconomically disadvantaged compared to the rest of the Philippines. The USAID-funded Education Quality and Access for Learning and Livelihood Skills (EQuALLS) project was designed to improve the quality of life in war-torn and impoverished Mindanao and support peace and stability through education and job creation. EQuALLS’ goals were to increase learning opportunities; improve the teaching of English, math and science; facilitate educational policy reforms; and complement private-sector livelihood initiatives for out-of-school youth....
